While the idea sounds great, I can't help but notice a problem. The example provided seems to be for very simple code that, once written, is perfect and doesn't need to be re-written or changed. I guess I just don't understand how it decides what is a "module". Is it just simply the line changes? Also, this seems like a lot of overhead, with no software written to manage all of this. Which means it'd have to be done by hand (until people write tools that do this). It just seems like a lot of work, for a small gain. I don't see the benefit of this over modularizing the code and ensuring your code is clean and commented.
