The vast majority of the country supports it. Who doesn't? The prison industry and their lobby. Like any "hotel", they need guests or they go out of business. No inmates = no jobs = no reelection for Mr. Politician = antiquated drug laws staying in place.
Meanwhile, there are elaborate tunnel systems brining in tons of pot illegally in to our country when we could be growing it, taxing it and ensuring it's safe etc. There are a lot of people benefiting from the illegal drug trade and they aren't all the obvious "bad guys". It's an entire economy.
