To be fair, congress hasn't made it easy for Obama to transfer the detainees to the US for trial or back home after they've been found innocent. But damn, holding prisoners who have been found innocent indefinitely isn't a buck that can easily be passed.

Politics hasn't made it easy. He doesn't want to be the guy that brought a bunch if terrorists to the US. And nobody wants them in their state
