What were the arguments put forward saying that the law would be beneficial? I mean, there had to be something that convinced them.

the standard justification is usually something about facilitating enforcement of health regulations, but when the passage of the law coincides with laws against dumpster diving and sleeping on the street, the intended effect is pretty obvious.

It's really hard for me to believe that people can be so evil so as to deliberately pass legislation that starves homeless people. I just can't wrap my mind around it.

the intention is not to starve homeless people, the intention is to coerce homeless people to relocate, by making a particular area inhospitable. i doubt anyone has actually starved as a result of these laws, at worst someone may become severely malnourished before they move, get arrested, or succumb to the elements.
