I wonder who at the company an employee is supposed to reach out to in order to inform management that they need reimbursement for an abortion. What's the procedure in general for reimbursing costs for a specific, private medical treatment? Who is able to access this information?

LOL HR. It's gonna go through your HSA, which means HR is supposed to have it walled off from management as per HIPAA.

I’m curious as to how the tax-exempt status of the HSA would be affected by offering an extra perk that could in some cases be considered elective, which is often a forbidden expense on an HSA.

I think the only legal way you could do it is to set up supplemental insurance through the company's provider. "I'm taking time off for medical leave" is all anyone would have to say in that case. I have no idea if that is something that Aetna offers, but anything is possible if the price is right.
