Playing mating calls to mice in the lab without an animal protocol is also illegal (at least in Germany). Why should the same thing be legal in nature? His approach sounded like dynamite fishing, or something.

It's definitely effective, so I can see why people are tempted to use it. It is outlawed in some places, but I don't think an outright national ban would ever be in the cards. Blanket federal laws aside, each State has their own laws and they tend to vary from state to state in regards to how numerous and how strict there are. Even inside a single state, there's a lot of variation. Some counties will have their own laws, cities inside them, and then even then rules can vary from park system to park system.
