As someone who's read the dead hand, I'm certain you're unsurprised that Russia still has a chemical weapons program. Hell, I wouldn't be surprised if they were doing active bio still. Doesn't take the infrastructure to do it that it did in the 70s and 80s.

I think we might dicker as to the definition of a "chemical weapons program." Nasty agents of all descriptions are pretty easy; where chemical and biological programs really get tricky is with battlefield deployment. That's the shit that takes up infrastructure.

Lately the Russians seem to be all about dragging nasty shit out of the closet and putting it in people's tea. They could be doing that shit with ricin. Seems to me that they're doing everything they can to remind people they used to be the USSR without having to recreate Biopreparat.
