You can beat the rap but not the ride. Prosecutors know that it will be nearly impossible to get these charges to stick outside a plea but that's not the point. The charges themselves will bleed your average anarchist dry and provide an incentive against further political involvement. it's obviously the point of the whole thing, funny how the piece doesn't really touch on it.
