Part of the problem with LPFM's...a lack of expertise, and the "unknown knowns" which this, unfortunately falls under for many people. Grab an audio consultant/engineer to put everything together, pay them, and then leave it alone until something breaks like this. From what I've seen very few LPFMs have any sort of technical expertise in-house. Granted, this doesn't exactly take expertise to do, but it does involve understanding the risks you're taking.
You're in an open market for that. The nearest ones to you at this point are in Ballard and Bellingham, considering the UW Bothell administration recently pulled out of supporting an FM station on campus.
