I hesitantly want to agree with you, but my confidence is so low as to not even really think it's an issue. This is precisely because many of these people are Trump friends (or "friends," really). The question is what's in it for Trump to make this his issue? If you or anyone else could point me to how me might benefit personally, I'd be more apt to believe. Maybe putting richer people in jail is the ultimate "fuck you" to a person like him. Can't beat 'em at the financial game, so beat 'em at life??? Seems like a shallow reading, but I can't figure out what the deeper game might be.
