Are the nominal wages that low, or do they pay them a higher wage, then steal all of it to ostensibly pay for the inmates' care?

The nominal wages are that low.

When Youngluck was in, he made 27 cents a hour cleaning out dumpsters.

So he could buy canned tuna for $3 a can.

The system is amazing.

My understanding is that they don't have to pay them anything at all, so there wouldn't be any reason to go through the gymnastics of giving and immediately taking away most of a higher wage.
