What precedence would really bring this about? In regards to pragmatism, this is just another one of many ridiculous subjects that has lesser priority to the American people. What war are we gearing for? Do we need more soldiers if there is need of a draft? This bill in and of itself is socially "new-age" and a political waste. Context would be nice, but I don't see any viable backdrop.
