What if I don't trust everyone with two hubwheels to filter what I can see on hubski?

Actually, I purposely do not filter out the spam tag because I have seen it abused in the past. If I see something legit filtered as spam, I try to change the tag. I'm sure I'm not the only one. I think that part of participating in a trust system, is trusting others to help make sure it's not abused.

It's not a bad functionality, however it would break the way that filtering/following works in all other cases. As it is, filter overrides follow. I think changing that for one tag would be confusing.

Indeed it has been abused. The difference is that it is now an official site designation, and not a user-created tag.

Then don't filter #spam? Anybody with an account can apply the tag now anyway.

but at present isn't this already the case if you currently filter the #spam community tag?

Anyhow it raises the barrier, right? Before, #spam was like any other community tag:

    Users don't have the ability to create or edit community tags on other people's posts until they have filled up their hubwheel once.

And now the hubwheel has to be filled twice...

Only for the convenience of marking it in the feed. Community tags, including #spam, can still be added in the post with just one hubwheel.
