I can't really see any defense for this, and it's a bad policy for police, anyway. If there is no footage, then the public is free to imagine or speculate what really happened, and that speculation is likely worse than what actually happened.
Well, no one likes anyone looking over their shoulder. I can understand cops not wanting them for that reason. At this point legislators really should be saying "suck it up" though.
