I find this article too fixated on prices of various drugs. I can pretty much guarantee that the price of the drugs in the game are completely randomized to provide that ability to buy low, sell high, and generate random prices between neighborhoods and such. They then had to balance the randomization out with how much money you would likely need to spend in the game itself and how much time they wanted you to spend on the drug market portion of the game. I highly doubt they were figuring out the exact prices of each drug, the variation of each drug between random neighborhoods, etc, especially if they used "bags" as their quantity for each drug.
