This is similar to in concept to FreeNet. FreeNet never overcame the problem of being much slower than the web, and so was mostly used by tinfoil hats, British environmental activists and people sharing CP.

You call it a problem, but the higher latency (it's not actually lower bandwidth) of Freenet is what makes it so much more anonymous than Tor.
