Well, wouldn't it make sense that anything made for law enforcement, emergency, or military applications would have a different set of protocols to follow? As a more benign example, a tank wouldn't give a second thought about a pothole.

Autonomous vehicles leverage routine. The examples you list above are all about improvisation. There's the additional issue of the legality of any enforcement or interdiction performed by a non-human agent; the simple example of red light cameras should point out how sticky that's gonna be.

Cop cars, ambulances, fire engines and tanks are gonna have drivers for a long, long time to come, I reckon.

That highlights the real issue with self-driving machines. Namely, how will the police harass minorities in an age when you can't invent a pretext for pulling someone over? Local budgets are gonna suffer.
