At a time of all things digital, the requirement is of course contradictory seeming, as unavoidable as it still might be.
The thing about paper is it makes it real, somehow. It's the reason I still buy and read physical books even though I have a Kindle. Being required to carry physical papers is an entirely different beast. It implies stupidity of the carrier and the technically inefficient bureaucracy that is forcing them to carry.
