The president lives to skirt the accountability that comes with making a decision and whenever possible delegates. What kind of "leadership" is that? The guy is 100% politician.

Exactly, he did it with Don't Ask Don't Tell, he did it with the DEA raiding medical marijuana dispensaries, and he's doing it now. Obama seems to think the executive branch can do whatever it wants, except when it comes to controversial issues, then it's someone else's responsibility to act.
