Since 1980, the FCC has divided communication services into basic and enhanced categories; phone lines, with their “pure” transmission, are basic, while services like web hosting, which process information, are enhanced. Only basic services are subject to what are known as common carrier laws, which stop carriers from discriminating against or refusing service to customers.

Didn't know that, interesting. Wonder if we're heading toward a re-definition.

Frankly, given the recent ruling, redefinition is the only way we'd be able to get any relief from the current status quo. I think the data backbones should be reclassified as "basic" while services like web hosting are spun off, though the carriers can still offer both.

I agree, and they could potentially 'tier' the levels of internet -- no reason for 500 mb/s to be basic, but your run of the mill $29.99 a month plan certainly could (or should) be.

Mmm, I think that all information backbones just need to be common carriers and neutral, -straight up. In this day and age internet connectivity is just as essential as phone lines once were, -arguably more.

Internet connectivity is important, speeds at which you can download four movies in ten minutes aren't, at least outside of the university/institution of science area.
