All they have to do is make it illegal for sites like these to ask people to people pay to take their photos down. These sites wouldn't exist without these payments and legitimate news sources and sites can still post the public information. Just eliminate the revenue from the equation.

Even if those sites didn't charge for deletions they could still make add revenue from traffic. I would even hazard to say that the money from deleting pictures probably does not compare to the ad revenue.

Ads are barely a revenue stream these days. Perhaps if you have legit ads, perhaps if you have a lot of viewers. But long gone are the days of having a site, throwing up some ads, and calling it a day.

I suspected as much, but I don't know enough about hosting your own site or how much traffic those sites actually generate to say for sure.

So I just went to justmugshots to see what ad platform they were using and generate an approximation. I don't see any ads. Thistis their only revenue stream: http://www.justmugshots.com/orders (from a button that is prominently displayed on every page)
