Here is an article which discusses the report I've linked to, and aptly describes the cluster of low well-being as America's "Sadness Belt".
It's interesting to see that a good portion of the top quintile is located in New England, close to coast. I've been to a few of those places and must say that that is where I'm shooting to live after college. It's just flat out nice out that way.
