What do you make of the allegorical aspects of the story here? How do you interpret the subtext?

This one is a pretty odd story to me. For one, it's more of a description than a story. On top of that, it appears entirely devoted to parable with no flesh on the bones to fill-out the world and make it believeable. I feel like I'm missing something with this one, really.
