Y'all gotta lobby your congress to fix that shit. Don't complain to the president, he can't do shit - Your congress are the people who hold the wallets and keys for these agencies.

Of course, trying to get congress to do anything about this stuff is like trying to get them to reduce military spending. They won't do it because it's seen as political suicide.
