Well, there is teacher-centric learning and student-centric learning. This article seems to be about teacher-centric learning. Teachers have less control over what "sticks" than people tend to imagine, but I feel like that's because most people are not consciously active while learning, or active during designated learning times.

There's a whole lot of teaching going on and a whole lot less of supporting people in learning how to learn than I personally think is possible.
