I don't think this is the radical change anyone thinks it is. 14 is a fairly low percent, and I am fairly sure that the number of women, blacks, Hispanics, and other groups are being counted as a single group being raised by 14 percent, not as individual groups.

Any change can be a good change, I guess. However, the funding would go much better towards increasing the pool of available people rather than trying to hire those trying to get jobs now. AFAIK companies have issues even finding minority groups/women to hire in the first place, not because they are incapable, but because they just aren't entering the field.
