Mr Ioannidis has provided many reasons why research isn't pursued and I believe one of the most important ones was omitted. I believe that, in view of a discovery or idea that contradicts their life's work, a scientist might too often dismiss the concept before even giving it a shot. The original thinker is then dismissed as a quack and ostracized. I believe if we had a more open mind and took hypotheticals seriously, progress in all realms would unfold faster than we've ever experienced historically.
