Each city has their own very active graffiti artist. The smaller the city the more noticeable it is. When i was in Vilnius, this guy Solomon was EVERYWHERE:

I like graffiti so maybe I just notice this kind of stuff, but after half a day of walking around town I concluded he is the bored of Vilnius (along with a couple others, but I noticed them all a bit later)
