Not something that I am too excited about. But, I think he may be right.

We've already seen some signs of this on amazon.com (with prices on offer to different customers varying for the same product, presumably on the basis of the customer's willingness to pay more for goods in prior transactions)

It's surprising to me that this can exist. If someone could show that Amazon's pricing correlates to race, sex, religion, etc..., they would have some trouble on their hands. I would be surprised if they don't use location, and that would be redlining.

Hm... we should do an experiment. Maybe not with Amazon, but even an airline. They might look at your IP address and charge you based on your location.
