I have only a novice understanding of Whistle Blower laws but aren't they usually brought on behalf of the government against an institution? Meaning "X" organization is somehow cheating the federal government and a whistleblower steps up and through the proper legal channels exposes "X" corporation? There would be a bit of a conflict of interest here, wouldn't there?

Also, we were discussing David Brooks' op-ed here the other day and it seemed everyone took it for the stemming pile of dung that it was.
