As a swiss, I believe that direct democracy is the ideal solution. Switzerland is divided (similarly to the US) in "states" and the "states" are divided into "counties". Every swiss citizen has the right to vote for any decisions that directy affect them (even to the point to wether a pedestrian crossing should be made on the street you live on). This means that a swiss votes for decisions made in their "county", "state" and Switzerland. This form covers EXACTLY what every citizen wants from the very local level. This involvement in the base level of government by MOST swiss citizens is one of the crucial points that makes Switzerland the Goldilocks state that it is.
