The draft is actually quite interesting read. It talks more about ethics, robot role in cases of liability (damage and other possible privacy issues) and possible uses taking into account what should be best for human. Tax is less of a focus than the directives for engineers, users and the role of robotics.

While the draft starts in a bit goofy way, I do recommend you guys to read it. It's more of a click-bait title than you give it credit for the original source. I don't feel well versed in law or politics, but it does seem to hit a note for a rather serious discussion on how can and cannot be robot programmed or used while baring in mind that they might or might not achieve sentience.
