Good to see a little acknowledgement of costs at the end of your description; it's not all "benefit analysis."

So the Portland model is that property taxes primarily pay for all these services and beautiful parks and great libraries. Wealthy people who want these benefits and can afford to pay for them are attracted to the city (they also feel good about living in a place that has services for the poor). That's the upside.

Poor people, who pay for these costly features via their rents whether they like it or not, gradually find that they can't afford to stay in town, so they move out. That's the downside.
