Unfortunately The Onion wasn't being particularly prescient here. Very many people argued that this would indeed happen. If anything, this article was mocking the obstinate ignorance of the Bush Administration at the time. In the Persian Gulf War, George Bush's father did not remove Saddam for that very reason, and ironically, Cheney argued for Bush senior at that time.
