The report doesn't exactly reveal anything new that has not been known for many years by decision makers. The World Bank is dominated by Friedmanites and it does not exactly have a sterling history of success stories (perhaps except for those who profited so greatly from their bitter pills), so I tend to take any reports coming from it with a grain of salt.
