I'm not hopeful, but it's a start. So long as there is no mention whatsoever of private prisons being a possible solution then some good might come of this. A reduction in penalties for nonviolent crimes such as drug offenses (using) and looking into the root causes of why so many people are incarcerated would give me more hope for this committee.

But at least the creation of it is admittance that there's a problem which is a large step in the right direction.
