Sure, but death panels has the quality that they might affect your grandma. Class warfare doesn't sound like something that's going to come into your own home.

I don't know, if you're grandma recalls things like the "race riots" of the sixties or.... the recent riots in London etc, she may feel that it could reach her front door. It's a well thought out phrase designed to fear based on past/current events imo.
