Ok, not cheating...
Sounds like the whistles of lightning maybe? I want to say Venus for that reason, but it sounds higher pitched than I would expect. All the lighting sounds from Earth that I have heard have had a lower pitch. I'm going to get crazy and say Titan, just for fun.
