    Congratulations to Doug Jones on a hard fought victory. The write-in votes played a very big factor, but a win is a win. The people of Alabama are great, and the Republicans will have another shot at this seat in a very short period of time. It never ends!

What does he mean "write-in votes played a very big factor?" He might as well say "if it wasn't for people voting for Jones, Moore would have won." Is trying to understand Trump logic a fool's errand?

Could it be a wink to an upcoming claim that the election was rigged by write in voters and they want a re-count? Moore did not admit defeat on his livestream and says to wait until the « final count » hoping for that 0.5% margin recount (that’s not gonna happen)

I actually think it's one of his more well thought out tweets in recent memory. So much so that I highly doubt he wrote it. Trump doesn't congratulate people who beat him; he claims that he won anyway. Compare and contrast to another tweet from last night:

    The reason I originally endorsed Luther Strange (and his numbers went up mightily), is that I said Roy Moore will not be able to win the General Election. I was right! Roy worked hard but the deck was stacked against him!

That's classic Trump: incoherence; lies; and the ability to claim he was right when he was so wrong.
