I know that has not always been the case. I'd have to look into the code when I get home to confirm this, but my thoughts are that the popular/active columns reset either monthly or weekly (or every new week of the month). With the last possibility, then it's totally possible that the most active commenters within the short sample of time could just as easily be the most popular. ... that or it's a bugski. :)
