Story is talking about the failure of the 20 dams in South Carolina, but there are over 4000 dams in the US that need serious repair. People tend to forget that when you build stuff like dams, roads, power plants etc, you need to maintain those things and that maintenance costs money.
Damn dams! In Washington state, fears of a dam collapsing up the Green River (becomes the Duwamish and is Seattle's only river) caused a popular bike trail to close. The whole trail was filled with sandbags to protect homes and businesses in the (former) flood plain. This was a number of years ago and to my knowledge the dam was never fully fixed.
This is one of my local dams from 2012. We had emergency repairs on two others, one an earthen dam that was leaking from the bottom where water was seeping under the dam itself. The current house is 50 feet higher than the 1937 flood line and you can be dam (hahahaha) sure the next house is at least this high as well.
