What those numbers mean is that if Obama is a major topic of conversation in the most competitive Senate and House races this November, that's a very bad thing for his party.
I cannot think of a sitting, two term president in modern history that would have been a boon for his party past his 6th year. Reagan was senile, Bush 1 never got the chance, Clinton was impeached and Bush 2 was toxic. Obama isn't any different, people will not want him stumping for them.
