Allowing scripts globally is allowing any page you visit to run programs on your computer. Allowing 3rd parties to run programs on your computer always carries some risk. Browsers try to prevent JavaScript from doing anything dangerous, but browsers have bugs that can be exploited.

Playing with unwary users' webcams is a thing, and can be accomplished with Flash. NoScript will also block Flash if you uncheck 'Scripts Globally Allowed'.

Thanks for replying. I wound up taping a small piece of cardboard over the camera lens on my laptop. The article you posted was a chilling reminder that merely blocking optical views may not be enough.
