These aren't actually secret, but are not published by default. Plus, under U.S. law, the federal government cannot claim copyright in something it produces (generally).

The site (a joint project by Demand Progress and the Congressional Data Coalition) works with some unnamed members of Congress and some "library partners." Currently they're hosting over 14,000 of these things.

And they really are great. For example, they have a "Background and U.S. Relations" article on every country in the world, which serves as a fantastic overview for that country's history and current events.
