So they brought in Stansfield Turner, who fired 800 people leading directly to the CIA's nadir, wherein they had no more HUMINT capability and missed the Iranian Revolution, the Soviet invasion of Afghanistan, the Marine barracks bombing and had their station chief for all of the Middle East kidnapped, tortured and murdered by Hamas.

This document was produced nine days after Carter appointed Turner to clean house and effectively gut the CIA. That this memo says "leave press leaks alone" allows the CIA to say "and look how well that turned out last time."
