This is something that men more eloquent than I have been saying for years. 99% of people are not the problem. But when you collect everything, you miss the signals in all that noise. A second article with a slightly different interview.
Damn, I wish I still had it, but one of the Reagan guys was warning people back in GHWB's administration that you need people infiltrating the bad guys. Tech will tell you what they say and do, but the people on the ground can tell you what they THINK and how to deal with them accordingly.
