Hopefully they're right, but my guess is that people in congress are just going to be bombarded (as if they already aren't) with so much crap that they aren't going to read any of it.
They don't read any of it. Their staff reads, counts and gives them "n people are anti-puppy kicking, no one is pro-puppy kicking" summaries, which they can then use to get a bigger donation from the puppy kicking lobby.
