If I remember correctly (and let me know if I'm wrong) despite him retiring early and internal affairs not doing an investigation there are still other agencies investigating the incident which can put him at fault and legal repercussion will come from them. Any way you look at this though it is royally fucked up and I hope this officer faces what he deserves.
