I'm appalled by this 'reduction.' 33% seems like a pretty dismal gain, given the increased awareness of the issue. I would have guessed that the practice was reduced to the more barbaric areas.
I suppose we can hope that ISIS doesn't really have the enforcement manpower to make an edict like this really stick. But who knows; if the people are scared enough, anything goes. It's a great irony that by intervening in the first place, the US has created a situation where they might need to intervene. As Secretary Powell said at the time: You break it, you bought it.
