So, I'm trying to understand why the Hubski wheels at the top are the way that they are. They allow you to view posts with a precise number of shares. Generally though, people don't want to view posts with a precise number of shares, but post with at least a number of shares. Like, I might want to be able to view all posts with at least 4 shares because I believe that posts with less shares are unlikely to be worth my time

Maybe it's not for everyone, but I like being able to find discussions that are just starting out. Of course, dots are not always an indication of good discussion, only of shares. I've been able to find ways to make hubski suit my needs and from what I've seen, others have too.

The "best way" really seems to be something on the minds of the developers, which I appreciate. For me, that means cycling through the methods available to find things I like.
